Senegal: Crackdown on LGBTQ+ people intensifies with multiple arrests [updated daily]

According to HJN monitoring data, since early February authorities in Senegal have arrested at least 53 individuals on allegations of “acts against nature” and “voluntary HIV transmission”. Newspapers’ reports indicate that the people arrested were subjected to forced HIV testing and personal information, such as their HIV-status and names, was subsequently reported in the media.

At the same time, the Senegalese government has approved a draft amendment to the Penal Code that increases penalties related to same-sex conduct and extends criminal liability to forms of advocacy and financial support perceived as supporting LGBT people. The bill will now follow the ordinary legislative procedure.

The national gendarmerie arrested a third suspect in the investigation into an alleged network of homosexuals, a case that would involve a journalist from an international television channel.

According to information reported by Seneweb, a 25-year-old student nicknamed “Sandra”, was referred on Thursday, March 12, 2026 to the Public Prosecutor at the Dakar High Court out-of-class for an act against nature.

This interpellation is part of the continuation of the procedure initiated against two other men arrested and then referred by the Faidherbe Research Brigade, under the Dakar gendarmerie company, for acts against nature and voluntary transmission of HIV, among other charges.

Elements discovered in phones

The investigation accelerated after the use of the mobile phones of the first two suspects. The analyses would have highlighted exchanges revealing the existence of a wider network. The in-depth examination of one of the phone entrusted to the National Center for the Fight against Cybercrime (CNLC), would have identified the student.

According to the elements of the investigation, the gendarmes discovered discussions between the two men in which the student under the pseudonym “Sandra”, evoked his belonging to the LGBTQ community and considered a date. He was arrested at his home.

The search of his phone would also have made it possible to find homosexual images and videos, as well as exchanges with several people presented as belonging to this environment. Some videos would show acts whose faces are masked but whose morphology of a protagonist could correspond to that of the suspect. However, the latter denies being the author.

The statements of the defendant

During his hearing,  he explained that he met the other man on the TikTok app before continuing their exchanges on WhatsApp. He claims not to be homosexual and claims to have had these discussions with the intention of extorting money from his interlocutor.

The defendant also acknowledges having been put in contact with a foreign national who would have expressed the desire to finance a sex change operation. According to his statements, a WhatsApp group had been created between the three men, whom he claims to have quickly left.

Nevertheless, he admits to having received from the French man the sum of 40,000 CFA francs, while he was in Morocco, for the purchase of a ticket related to the Senegal-Mozambique match. He claims to have never met physically these people.

Deferrement to the parquet

The HIV screening test carried out turned out to be negative, according to the information close to the file. The videos, images and screenshots taken from his phone were sealed and transferred to the procedure.

At the end of the investigation, investigators estimated that the clues gathered were serious and consistent. The student was thus referred this Thursday, March 12, to the Public Prosecutor at the High Court out of Dakar class for an unnatural act, an offence provided for and punished by Article 319 of the Criminal Code.

He joins in detention the two other men, already prosecuted in the same case.

The case that had already led to the incarceration of several people in Saint-Louis is experiencing a new twist. According to information reported by the daily Libération, investigators have carried out new arrests as part of legal proceedings involving, in particular, criminal associations, acts against nature and endangering others by voluntary transmission of HIV/AIDS.

An investigation far from over

According to Libération, the case initially led to the arrest of eight people suspected of being involved in this alleged network. They were arrested in Saint-Louis, while the investigation continues under the direction of the judge of the first office of the Saint-Louis court, in charge of judicial information.

As part of this judicial delegation, the elements of the Research Section (SR) of the Saint-Louis gendarmerie continued their investigations in order to identify possible other protagonists.

These investigations have recently led to two new arrests, this time targeting a stylist and a shopkeeper, suspected of being linked to the case.

Another track opened by the Research Brigade

In parallel with these arrests, the elements of the Saint-Louis Research Brigade also opened another track, after the discovery of videos deemed compromising.

Also according to Libération, the latter, presented as a key suspect in this new branch of the investigation, would have recognised the facts during his hearing and provided investigators with the names of several people with whom he had had relations.

Confessions that lead to further arrests

Among the people cited one was quickly located and then arrested by investigators.

Heard in turn, he would also have acknowledged the facts, while revealing the identities of other alleged partners, further expanding the scope of the investigation.

These revelations suggest new possible arrests in the coming days.

A case followed closely

In view of the seriousness of the charges – association of criminals, unnatural acts and endangering others by voluntary transmission of HIV – the judicial authorities and investigators seem determined to shed light on this case.

As Libération points out, investigations are actively continuing and arrests could multiply in the coming hours, as investigators exploit the information collected during the hearings.

An unusual scene caused a stir this Saturday morning at the Baux Maraichers station. Two young men were caught in a position deemed indecent inside a bus parked on the station grounds, in the middle of the morning of Ramadan.

The situation quickly attracted the attention of passers-by, some observing the scene through the windows of the vehicle. According to witnesses, the alert was given instantly and a crowd quickly gathered around the bus. The two individuals were apprehended by the onlookers before being handed over to the police present in the station, responsible for maintaining the safety of travelers and property.

Some testimonies report minor violence inflicted by the crowd before the police took care of the suspects. The two young men were escorted to the Dalifort police station. On the spot, they were subjected to a summary interrogation and then placed in police custody. They are being prosecuted for unnatural acts and public contempt of modesty. According to our sources, they should be referred to the prosecutor’s office later this week.

This interpellation comes in a judicial context already busy for cases similar.

As part of a judicial delegation issued by the investigating judge of the first chamber of the Pikine-Guédiawaye High Court, the Keur Massar Company’s Investigation Brigade is continuing its investigations to dismantle an alleged network operating within the country.

As part of this effort, investigators made a new arrest on Thursday in the city of Thiès, thanks to the collaboration of the local Investigation Brigade. According to information reported by Seneweb, the suspect arrested is a 30-year-old upholsterer.

Married with one child, the individual, who lives in a neighbourhood of Thiès, had disappeared after the story broke. After several searches, he was finally located and arrested by members of the Thiès Investigation Brigade.

With this latest arrest, the number of people arrested in connection with this case now stands at 38 suspects. The suspect was transferred to Dakar in the afternoon under heavy escort by gendarmes from the Keur Massar Investigation Brigade in order to continue the proceedings.

According to initial information gathered by investigators, one of his partners already in custody is HIV-positive.

The Senegalese National Gendarmerie, led by General Martin Faye, says it is continuing its operations in connection with this case.

Dans cette dynamique, les enquêteurs ont procédé à une nouvelle arrestation ce jeudi dans la ville de Thiès, grâce à la collaboration de la Brigade de Recherches locale. D’après des informations rapportées par Seneweb, le suspect interpellé est un tapissier âgé de 30 ans.

Marié et père d’un enfant, l’individu, domicilié dans un quartier de Thiès, s’était volatilisé après l’éclatement de l’affaire. Après plusieurs recherches, il a finalement été localisé puis arrêté par les éléments de la Brigade de Recherches de Thiès.

Avec cette nouvelle interpellation, le nombre de personnes arrêtées dans ce dossier s’élève désormais à 38 suspects. Le mis en cause a été transféré à Dakar dans l’après-midi sous bonne escorte par les gendarmes de la Brigade de Recherches de Keur Massar afin de poursuivre la procédure.

Selon les premiers éléments recueillis par les enquêteurs, l’un de ses partenaires déjà placé en détention serait porteur du VIH.

La Gendarmerie nationale du Sénégal, dirigée par le général Martin Faye, indique poursuivre ses opérations dans le cadre de cette affaire.

As part of the execution of a judicial delegation ordered by the investigating judge of the first chamber of the Pikine-Guédiawaye High Court, the National Gendarmerie, under the command of General Martin Faye, carried out a new crackdown under the close collaboration of its units.

It was in this context that four new suspects, including one HIV positive individual, were arrested yesterday, Monday, in the commune of the capital of Rail, according to exclusive information from Seneweb.

All were arrested by gendarmes from the Thiès Research Brigade (BR), which is part of the local gendarmerie. On Monday night, they were all taken under escort to Dakar by members of the Keur Massar BR for further investigation.

These new arrests were the results of mobile phone surveillance carried out by the gendarmes of Keur Massar.

The investigation is ongoing. Prosecutor Saliou Dicko, head of the Pikine-Guédiawaye public prosecutor’s office, has been informed of the facts.

New in the case of homosexuality and HIV transmission. According to Seneweb information, the Keur Massar Research Brigade has made three new arrests, including a police officer, as part of the judicial delegation ordered by the investigating judge of the first office of the Pikine-Guédiawaye court.

The police officer was summoned by an accused person with HIV/AIDS, heard on the merits in the context of judicial information. The magistrate asked for him to be heard.

Placed in police custody, the police officer challenged the facts of unnatural acts of which he is accused. However, to be clear, the investigating gendarmes carried out a requisition for the purpose of an HIV test on his person. But the results turned out to be negative, according to Seneweb sources.

Despite this element in his favour, and unless there is a last-minute change, he will be brought before the judge this Monday, at the same time as the other two people placed in police custody.

Selon les informations de Seneweb, la Brigade de recherches de Keur Massar a procédé à trois nouvelles arrestations dont un agent de police, dans le cadre de la délégation judiciaire ordonnée par le juge d’instruction du premier cabinet du tribunal de Pikine-Guédiawaye.

L’agent de police a été cité par un inculpé, porteur du VIH/Sida, entendu au fond dans le cadre de l’information judiciaire. Le magistrat a demandé qu’il soit entendu.

Placé en garde à vue, le policier a contesté les faits d’actes contre nature qui lui sont reprochés. Toutefois, pour en avoir le cœur net, les gendarmes enquêteurs ont procédé à une réquisition aux fins d’un test de dépistage du VIH sur sa personne. Mais les résultats se sont toutefois révélés négatifs, selon des sources de Seneweb.

Malgré cet élément en sa faveur, et sauf changement de dernière minute, il sera conduit devant le juge, ce lundi, en même temps que les deux autres personnes placées en garde à vue.

New network dismantled, famous television journalist named
The Faidherbe Investigation Brigade (BR), part of the Dakar Gendarmerie, dismantled a network of alleged homosexuals operating in Dakar, following an intelligence operation carried out in the Mbao and Ouakam business districts. A Senegalese student and a restaurateur, a French-Senegalese national, were arrested with videos showing scenes of orgies.

As part of its intelligence activities, the Faidherbe BR received information from a girl who had infiltrated a discussion group bringing together people who identified as transgender, lesbian and homosexual. Posing as someone interested in these practices, she managed to join the group and make contact with some of its leaders. A meeting was reportedly arranged in an apartment in the Mbao ZAC for an orgy involving several men and women.

Informed of this planned meeting, plainclothes police officers set up a surveillance and intervention operation. On the agreed day, a 23-year-old student at FASEG, was the first to arrive at the scene. According to the file submitted on Friday to the public prosecutor, he began contacting the other participants. However, due to the intervention of the police, the others decided not to attend. Thanks in particular to the images and exchanges recovered from the infiltrated group, investigators were able to formally identify another man, who was arrested on the spot. The investigation continued and led the police to the home of a 35 year-old French-Senegalese restaurant owner living in Ouakam. He was also arrested. Other alleged members of the network, including a journalist from an international television channel currently outside the country, have been identified and are being actively sought.

Investigations established that the suspects maintained contact via dating apps and social networks such as TikTok, WhatsApp and Grindr. During his hearing, the student admitted to having had intimate relations with persons of the same-sex on three occasions, notably with a foreign journalist he met in Dakar-Plateau.

He stated that he acted out of curiosity, while presenting himself as heterosexual. He admitted to being an ‘active participant’ in the acts of which he is accused and expressed regret, according to Seneweb sources close to the public prosecutor’s office.

For his part, X stated that he had behaved in an effeminate manner since childhood. He admitted to having committed a similar act in France with a Senegalese national in the past and to having communicated with several foreign contacts via specialised applications. He presented himself as a ‘passive subject’ and claimed to have acted out of curiosity. Both defendants stated that they did not belong to a structured organisation, while acknowledging that they had been in contact with people in the LGBT community. The investigation also revealed that he had engaged in several unprotected sexual encounters, according to Seneweb sources close to the public prosecutor’s office.

At the end of the investigation, the police charged both men with acts against nature. One of them is also being prosecuted for deliberately transmitting HIV. The two defendants were brought before the public prosecutor at the Dakar High Court on Friday, 27 February 2026. A judicial investigation may be opened to continue the investigation.

Le procureur de la République près le tribunal de grande instance de Saint-Louis a été informé. L’enquête suit son cours, tandis que la Gendarmerie nationale réaffirme sa volonté de lutter contre toutes les formes de criminalité.

A new arrest was made as part of the investigation.

Following a notice of search and arrest issued by the BR of Keur Massar, the Saint-Louis Research Section arrested a merchant on Friday, 52 years old, according to Seneweb sources.

After the advice of prosecutor Baye Thiam, head of the local prosecutor’s office, the divorced man domiciled in the Pikine Angle Tall district spent the night from Friday to Saturday in detention at the premises of the SR of Saint-Louis.

It was this Saturday morning that he was transferred to Dakar under good escort. Arrived at destination, he was taken to the Keur Massar Health Centre where he underwent HIV testing.

A famous tiktoker was arrested on Friday evening a little before 10 p.m. in Nioro du Rip, in the Kaolack region, as part of the so-called alleged homosexual case, thus bringing to 21 the number of suspects arrested since the outbreak of this file.

The man, subject to a notice of search and arrest by the Keur Massar brigade as part of the investigation for association of criminals, acts against nature with transmission of HIV/AIDS and endangering the lives of others, was apprehended by the gendarmes of Nioro, more precisely in the Nouroulaye district.

At the time these lines are written (11:40 p.m.), it is still in their hands.
The defendant should be transferred in the next few hours to Keur Massar for the purposes of the investigation, the sources say.

Note that earlier in the day, another suspect was arrested in Thiès, and already taken to the Keur Massar search brigade where he is placed in police custody.

Un célèbre tiktokeur, a été interpellé vendredi soir un peu avant 22h à Nioro du Rip, dans la région de Kaolack, dans le cadre de l’affaire dite des présumés homosexuels, portant ainsi à 21 le nombre de suspects arrêtés depuis l’éclatement de ce dossier.

L’homme, faisant l’objet d’un avis de recherches et d’arrestation de la brigade de Keur Massar dans le cadre de l’enquête pour association de malfaiteurs, actes contre nature avec transmission du Vih/Sida et mise en danger de la vie d’autrui, a été appréhendé par les gendarmes de Nioro, plus précisément au quartier Nouroulaye.

Au moment où ces lignes sont écrites (23h 40), il se trouve toujours entre leurs mains.
Le mis en cause devrait être transféré dans les prochaines heures à Keur Massar pour les besoins de l’enquête, précisent les sources.
